About the Role

Hong Kong is entering the most consequential period in the history of its ride-hailing market. As a new regulatory regime for ride-hailing takes shape, how Uber operationalise those obligations - and how credibly we engage the Government while doing it - will directly determine our license to operate and our ability to grow.

The Senior Manager, Regulatory Operations is the single accountable owner of that mission. You will build and lead the regulatory operations function for Uber's Hong Kong and Taiwan Mobility businesses: translating regulation into operating reality, standing up the systems and controls that keep us demonstrably compliant, and acting as a trusted, senior counterpart to the Transport Department and other Government stakeholders.

This is not a back-office compliance job. At Uber, regulatory operations sits on the frontline of the business. You will sit on the Leadership Team for the region, report directly to the General Manager, and be expected to hold two things at once: an unflinching commitment to compliance, and a commercial instinct for how compliance can be delivered in a way that keeps the business growing. You will be as comfortable in a room with a regulator as you are in the operational detail of driver documentation, vehicle standards, data retention and reporting pipelines.

You will work shoulder-to-shoulder with Operations, Central Operations, Public Policy, Legal, Communications, Trust & Safety, Data Science, Product and Engineering, Community Operations - in Hong Kong and Taiwan, across APAC, and with global teams - to make sure Hong Kong is not just compliant, but is the benchmark for how a ride-hailing platform operates in a newly regulated market.

What the candidate will do:

Own the regulatory operating model

  • Own end-to-end regulatory compliance operations for Hong Kong and Taiwan Mobility, including the design, build and running of the systems, controls, trackers and governance that evidence compliance with the new ride-hailing regime.

  • Translate legislation, licence conditions and regulatory guidance into concrete operational requirements, process changes, product/tooling requirements and clear owners across the business - then drive them to completion.

  • Build the function from the ground up: define the operating model, ways of working, escalation paths and, over time, the team and offshore/vendor capacity required to scale it.

Lead Government and regulator engagement

  • Act as a senior day-to-day operational counterpart to the regulator and other Government bodies - building trusted, durable relationships that allow issues to be surfaced and resolved early.

  • Lead Uber's operational response to Government requests, notices, audits, investigations and consultations: scoping the ask, mobilising cross-functional workstreams, quality-assuring the substance, and owning the final response and its defensibility.

  • Represent Uber credibly in regulatory forums and working groups, and partner with Public Policy to shape pragmatic, workable regulation as the framework matures.

Own reporting - recurring and ad hoc

  • Own the full regulatory reporting calendar: all recurring statutory and licence-condition reporting delivered accurately, completely and on time, every time.

  • Stand up a reporting capability that can absorb ad hoc Government requests at short notice - with the data pipelines, templates, review gates and sign-off protocols to respond fast without sacrificing accuracy.

  • Partner with Data Science, Engineering and Central Operations to automate reporting where possible and to guarantee data integrity and reconcilability in everything we submit.

Drive driver and vehicle compliance

  • Own the operational compliance framework for driver licensing, accreditation, documentation, vehicle standards, insurance and inspection requirements - including onboarding gates, in-life monitoring, expiry and renewal management, and enforcement/offboarding.

  • Set the KPIs and control environment that deliver zero lapsed accreditations and a fully auditable compliance position at any point in time.

  • Work with Operations, Product and Support to ensure compliance requirements are enforced in-system by design, not by manual intervention.

Govern risk and remediation

  • Own the Hong Kong and Taiwan regulatory risk register: identify, assess and escalate regulatory risk, assign owners, and drive remediation to closure.

  • Lead root-cause analysis and remediation programmes following audits, notices or incidents, ensuring fixes are systemic rather than cosmetic.

  • Provide clear, honest reporting on the compliance position to the Hong Kong GM, APAC leadership and global stakeholders - including what is not working and what is needed to fix it.

Lead cross-functionally

  • Influence and mobilise teams you do not manage, across functions and time zones, to deliver against regulatory deadlines that do not move.

  • Build the compliance culture of the Hong Kong business - making regulatory obligations understood, owned and designed-for by every team, not treated as someone else's problem.

What the candidate will need:

  • 8+ years of experience in regulatory affairs, compliance, risk, government-facing operations, or a related field - with meaningful time in a highly regulated industry and/or consulting, law or a regulator/government body.

  • Demonstrated ownership of a regulatory or compliance function or major programme - you have been the accountable person, not the coordinator.

  • Direct experience engaging regulators or government stakeholders at a senior level, including leading responses to audits, notices, investigations or statutory reporting obligations.

  • Proven ability to build operational systems and controls from scratch in ambiguous, fast-changing environments - you have designed the process, not just run it.

  • Strong programme and stakeholder management across multiple concurrent, high-stakes workstreams with hard external deadlines and sensitive data.

  • Exceptional written and verbal communication - you can synthesise complex, technical detail into a crisp position for a regulator, an executive audience or a frontline team, and adapt your register for each.

  • Strong analytical capability and comfort working in a heavily data-driven environment; able to interrogate data, spot what does not reconcile, and stand behind the numbers you submit.

  • Fluency in English, Cantonese and Putonghua (written and spoken); ability to work with Chinese-language regulatory and government documentation.

  • Based in, or willing to relocate to, Hong Kong with the right to work in Hong Kong.

Preferred Qualifications

  • Experience in ride-hailing, mobility, logistics, marketplaces or another platform business.

  • Experience operating in a market during the introduction of a new regulatory framework - establishing the compliance posture rather than inheriting one.

  • Experience building and leading a team, and/or standing up offshore or vendor capacity to scale an operational function.

  • Working knowledge of AI / equivalent data tooling; comfortable pulling and validating your own data rather than waiting in a queue.

  • Familiarity with data privacy, localisation and retention obligations, and how they translate into engineering and infrastructure requirements.

  • Legal, audit, or risk-and-controls qualification or background.

  • Experience influencing policy or regulatory design through consultations and industry forums.
